State Environmental Protection Administration (SEPA) on behalf of Chinese Government has received a certain amount of MLF grant through UNIDO, UNEP and Japan, which is used for phase-out CFC-12 in Refrigeration Servicing at Vehicle Disposal center, Training Center, and Mobile Air Conditioning Stations, who are small and medium enterprises but play a major role in the refrigeration service sector. Under the entrustment of FECO of SEPA, China Green Enterprise Limited, as the tendering agent, was responsible for the procurement of goods and service under above mentioned project. It is intended that part of the proceeds of this grant will be applied to eligible payments under the contracts for following Goods and Services:

國家環(huán)境保護(hù)總局(SEPA)代表中華人民共和國政府接受了蒙特利爾多邊基金的一筆贈(zèng)款，這些贈(zèng)款資金主要用于中國制冷維修行業(yè)在各報(bào)廢回收中心、培訓(xùn)中心和汽車空調(diào)站的CFC-12淘汰計(jì)劃，此項(xiàng)目由聯(lián)合國工業(yè)發(fā)展組織（UNIDO）、聯(lián)合國環(huán)境署（UNEP）和日本政府共同負(fù)責(zé)國際執(zhí)行。中綠實(shí)業(yè)有限公司受國家環(huán)保局對(duì)外經(jīng)濟(jì)合作領(lǐng)導(dǎo)小組辦公室（FECO）的委托，作為招標(biāo)機(jī)構(gòu)負(fù)責(zé)該項(xiàng)目的設(shè)備及服務(wù)的招標(biāo)采購工作。項(xiàng)目設(shè)備采購的費(fèi)用主要由蒙特利爾多邊基金贈(zèng)款資助,具體采購設(shè)備如下表所列：
